Madam,

I was referring to a central Board to be appointed by the Universities of Cambridge and Oxford for the immediate purpose of examining first-grade schools, which Board, as I hoped, might be extended so as to include the University of London, and so as to examine not only first-grade schools but candidates from other schools or from private tutors.

This is not identical with the Educational Council in Ind-Sch. Bill No. 2.

I have no doubt that ultimately we must come to a Gov't. Educational Council: but some people are alarmed (I can not say I am much alarmed myself) at the purpose of a Govt. Educa Council. In any case, such a Council as I have proposed could be useful in itself, and still more useful if it led to a Govt. Educational Council.
